The National Strategy and Action Plan for Biodiversity (ESPANB) 2025-2030 was established by Ministerial Decree GM/MMA No. 1,519/2025, setting out the measures to be implemented by the Federal Executive Branch from 2025 to 2030, in alignment with programs, plans and instruments already planned or existing, using as a reference the national biodiversity targets established by CONABIO.
Implementation will be coordinated by the Ministry of Environment and Climate Change – MMA in conjunction with other competent federal agencies, and monitoring will take place within the scope of CONABIO.
ESPANB combines strategic objectives (2050 horizon) and national targets for 2030, signaling to industrial sectors how the biodiversity agenda should be reflected in economic and sectoral policies, including developments for regulation and incentives for economic activities associated with the bioeconomy.
The strategic objectives for 2050 are: (i) to protect and restore ecosystems, focusing on strengthening their integrity, connectivity, and resilience; (ii) to promote the sustainable use of biodiversity and the appreciation of nature’s contributions to people; (iii) to ensure the fair and equitable sharing of benefits arising from the utilization of genetic resources, digital sequence information (DSI), and associated traditional knowledge; and (iv) to increase investment, financing, capacity building, and technical and scientific cooperation.
At the 2030 target level, the document provides relevant signals for the industrial bioeconomy, highlighting:
• Goal 9: places the bioeconomy at the center of the sustainable use of biodiversity and foresees the development, implementation, and monitoring (until 2030) of the first cycle of the National Bioeconomy Development Plan;
• Goal 15: encourage large companies and financial institutions to assess, disclose, and monitor risks, dependencies, and impacts on biodiversity, including the biodiversity dimension in their reports;
• Goal 13: Strengthen the operationalization of the access and benefit-sharing regime, including DSI;
• Goal 7: Strengthen initiatives that include reducing the impacts of pesticides (with mention of the use of bio-inputs) and addressing plastic pollution.
Finally, the Ordinance stipulates that the monitoring, financing, and communication strategies of the EPANB (Brazilian Biodiversity Policy) be published by the MMA (Ministry of the Environment) within 150 days. In general, the EPANB 2025–2030 tends to influence regulatory cooperation, reporting practices, risk management, and ESG strategies, especially for companies and sectors linked to the bioeconomy and the use of biodiversity.
