Brazil launches National Strategy and Action Plan for Biodiversity (EPANB).

On June 4, Decree No. 12,485/2025 was published, which provides for the National Strategy and Action Plan for Biodiversity (EPANB). The National Strategy and Action Plan for Biodiversity are planning instruments, within the scope of the Federal Executive Branch, with the purpose of fulfilling the commitments assumed by the Country under the Convention on Biological Diversity (promulgated by Decree No. 2,519/1998) and in accordance with the provisions of the National Biodiversity Policy, observing the recommendations of the National Biodiversity Commission.

With this publication, the creation of a guiding instrument for the implementation of goals and actions for biodiversity conservation, sustainable use of natural resources and fair sharing of benefits derived from biological diversity for the entire country, with the integration of different sectors of the Government and society, becomes official. The EPANB will be in force until 2030. At the end of this period, it must be reviewed. After that, it will be updated every ten years.

In general terms, the EPANB is composed of the strategy, the objectives for 2050, the action plan and its respective goals, as well as the monitoring, financing and communication strategies. It also foresees coordination with other Public Policies, such as the National Plan for the Recovery of Native Vegetation (PLANAVEG), which establishes the goal of recovering 12 million hectares by 2030, and the Amazon Protected Areas Program (ARPA), which will promote the socioeconomic inclusion of local communities, among other programs.

As for its objectives, we list: I – implement actions aimed at conservation, sustainable use and sharing of benefits from biodiversity at the federal level, in conjunction with federal, state, district and municipal agencies and entities, and members of the National Environmental System (Sisnama), civil society, academia and the private sector; II – monitor compliance with the objectives for 2050, national targets and the action plan and their respective targets; III – integrate sectoral policies, programs and plans relevant to the conservation, sustainable use and sharing of benefits from biodiversity; IV – promote the engagement of indigenous peoples, traditional peoples and communities and family farmers in the implementation of national biodiversity targets; V – identify and operationalize the means of financing for the implementation of the National Strategy and Action Plan for Biodiversity; and VI – disseminate information on biodiversity and the country’s actions undertaken under the Convention on Biological Diversity.
