Anvisa opens registration for the regulatory Sandbox for personalized cosmetics.

The Brazilian Health Regulatory Agency (Anvisa) has published Call for Proposals No. 18/2025, opening registration for the Regulatory Sandbox for personalized personal hygiene products, cosmetics, and perfumes.

The goal is to create an experimental regulatory environment, allowing companies to test new business models and personalization technologies under controlled conditions and with direct monitoring by the Agency.

What is the Regulatory Sandbox?

In general terms, it is a supervised testing environment where companies can temporarily operate with certain rules relaxed.

👩‍🔬 Who can participate?

The following are eligible to register:

  • Cosmetic manufacturers or importers with an Operating Authorization (AFE);
  • Retailers of personal hygiene products, cosmetics, and perfumes;
  • Technology-based companies that offer personalization, customization, or data modeling solutions for the sector.

The selection of the 5 (five) projects will be carried out based on their fulfillment of the requirements established in the Call for Proposals and their evaluation by a Working Group (WG) formed for this purpose, which, among other aspects, will consider the project’s technical maturity, monitoring capacity, and potential regulatory contribution of each proposal.

We believe this project marks an important step in the convergence between innovation and regulation, strengthening Anvisa’s adaptive governance strategy.

Companies that join the Sandbox will gain institutional visibility and will be able to directly influence the future regulation of personalized cosmetics in Brazil.
