MMA Resolution No. 19/2025 published on the implementation of jurisdictional REDD+ programs, public and private forest carbon credit projects.

The Ministry of Environment and Climate Change published a Resolution on August 5, 2025, establishing guidelines for the implementation of jurisdictional REDD+ programs, public projects, and private forest carbon credit projects on public lands and collective territories occupied by Indigenous peoples, quilombola communities, traditional peoples and communities, and family farmers
settled under the Agrarian Reform. We highlight the main aspects of the regulation below:

Purpose and Scope of the Resolution:

  • To promote the generation of forest carbon credits, based on principles of sustainability and environmental preservation;
  • To value inclusive initiatives, respecting the territorial rights of traditional populations and family farmers;
  • To encourage the participation of both public and private entities in the management of REDD+ programs.

We believe that other supplementary regulations will be issued by the Ministry of the Environment (MMA) to regulate in detail the operational procedures, execution, and monitoring of the programs provided for in this Resolution.
